Can you place a portal and it does this? Or going through a portal or...? Do a series of events have to happen?

On my server, when it was up, simply portals were set on advbuilder and the perbuild was nobody, then I saw a advbuilder use /portal multi and placed portals everywhere

So the portal block ignores the build permission of the map.
