Texture Handler

First download and extract the package
TextureChanger.rar

Then after that you need the path to your wom files.
Go to the wom>lib>minecraft>terrain and right click to properties, then do as the bottom pic shows

After that, you're done; To have the texture updated just do /goto [map]
You can also add new textures and skins, just add them to their corresponding folder and reload the client.

So by doing this could I download a skin and then change my skin without having Minecraft Premium?

No it doesn't affect anyone other than you (visually).

Everyone would just have the skin you chose, they will still see steve.

Sorry i'm not sure if I worded it right. So would I be able to change my skin(mine only) and everyone would be able to see it if I went on a server?

No, it doesn't work this way. You need a premium account to have a skin. The skins are downloaded directly from Mojang's servers.
