Here's what i can tell you in-depth.

My OS is windows 8 64 bit.
I'm pretty sure another keyboard won't change anything.
The last piece of info you might want to know is there's this screen keyboard by microsoft in "Ease of Access Center" which works for me, i can use the tab key, 'w' key, and windows logo key on there.
However when i press down these keys on my physical keyboard nothing happens; no shortcuts...nothing.

From that last comment stated it seems your keyboard is the problem.
Also, Win 8 is not the most bug free os ever (I prefer Win 7)
You should try a different keyboard... I'm fairly certain it will work with it.

Oops, forgot to mention. I already tried another keyboard; didn't work...

I'm pretty sure i press some hotkey because i know on some keyboards you press Fn + Numlock and that turns on special mode function(Fn lock). So i probably did something like that but it locked w, tab, and windows key...iv searched online and found that it might be in gaming mode, but i have no idea how to revert if it is.

Trying going into game mode with a game, see if they cancel each other out?
Might take a lot of downloading thought, but may be worth it.

Now, did you spill water on your keyboard at all?
You can also try re-installing the driver for it.
