Allow OPs to chat during voting

I think op+ should be allowed to chat during a vote for the next map.

It depends, for me, because that's when you have people spamming up the chat, and then you can't see the maps to vote for. Because if you have a lot of ops, and they are all talking at once. I don't think they will be paying any attention to the maps being voted for. I know I don't vote because I talk through /say, instead of voting.
