It definitely shouldn't be so. Thank you for the report. The problem is fixed in the newest version. The check is done and if the command requires higher permission level than executor's then it displays an appropriate message.
By executor I meant the person who uses /make not the one who is made to use other commands. So, you can still make a guest /slap another guest as long as you are able to use /slap yourself.
