I'm imagining they do it in the source code so its a lot easier to make. You could look at the /write command and take the code from that which physically writes. Then you'd have to use that to write the variables at a certain position. You would run a timer which would check for changes in the variables, if there is changes you'd re-write it using the /write code - so you don't need a player to do it.
