/agree
Default rank as joining, "norank" or "nopermission" or something, type /agree to agree to rules and be promoted to guest rank. Or something in that nature... Saw this on another server, seemed pretty cool.

It's a MCforge command.
Doesnt work here because u need to change something when the player joins.
Since we can't change that, command cannot be made.
