When I start the server and click the properties button it shuts the server down. Error log in the spoiler:

The chat filter has an error and you must have kept restart on error on was it a shutdown or restart

wasn't either. I just clicked the properties button and it shutdown. I tried re-opening it several times but every time I clicked the properties button it shutdown agian

There's some problem with Chat Filter Settings. Probably properties/chatfilter.properties file is corrupted. You can try to fix it manually. If it doesn't work you can delete "chatfilter.properties" file and it will be recreated with default values. It should solve it. I will check the code side to make sure it is handled more gracefully and that a corrupted chatfilter.properties file doesn't cause a crash.
