How do I change someone's name in console?

Hello, I would like to know how to change someone's name from console, I saw several server owners do this valid process. I'd like to know how to validly do this and I know it may be simple but it seems I can not access/find this incredible and special power. Pretty please Assist.

Go to the player tab, click on the player whose name you want to change, in the properties find PublicName and change that to the name of your choice.

Yes, what ismellike said however, it the name will only save until next restart.
